Pesë vite më parë, Bashkia e Librazhdit me kryetar Kastriot Gurra shpalli tenderin e dyshimtë me REF-61912-06-18-2020 për pastrimin e qytetit, me fond limit mbi 119 milionë lekë pa TVSH. Në këtë tender mori pjesë vetëm një konkurrues, një bashkim kompanish të drejtuara nga Arbër Abazi, nipi i një ish-deputeti të rilindjes, konkretisht Sadri Abazit.
Mungesa e garës dhe oferta që kapte 99.35% të fondit treguan qartë një fitues të paracaktuar. Bashkimi i operatorëve ekonomikë “Alko Impex Generale Construction” shpk & “Alko Impex Construction” shpk, të lidhura ngushtësisht me pushtetin lokal dhe politik, kanë përfituar tendera publikë me vlerë miliona eurosh. Autoritetet përgjegjëse nuk kanë ndërmarrë asnjë masë të fortë për t’i ndëshkuar.
Skandali i Librazhdit mbetet një shembull i keqpërdorimit të fondeve publike dhe mungesës totale të transparencës. Shkeljet e ligjit për konkurrencën, mungesa e rivalitetit real dhe lidhjet politike janë probleme që vazhdojnë të helmojnë prokurimet publike në Shqipëri.
