Luan Kapri is a well-known name when it comes to winning tenders. He is the cousin of Eduard Kapri, the former democratic mayor of Pogradec. With his firm "REJ", Luan Kapri has received a considerable number of tenders with high values.
It seems that this is one of the best examples of illustrating the fact that when money is involved, DP and SP work best together. We say this because the "REJ" firm received a large part of the tenders from the local government run by the socialists.
In this particular case, Luan Kapri has filled his "portfolio" of tenders with 1.4 billion old lek for the cleaning of the Trauma Hospital, popularly known as the former military hospital in Tirana. It is about the tender with reference number REF-19625-02-14-2022. Its object is "Cleaning service for the University Hospital of Trauma", with a limited fund of 137,991,275 new lek without VAT or about 1.7 billion old lek with VAT.
Looking at the tender documents, it can be seen that 5 firms participated in it, where the REJ firm of Luan Kapri was declared the winner for the offer of 113,365,021 new lek without VAT or about 1.4 billion old lek with VAT. But it turns out that this firm did not give the lowest offer.
There was another participant who offered almost 80 million old ALL with VAT less than Luan Kapri's firm, and yet it was not taken into consideration. On the other hand, the REJ firm turns out to have given an offer of 82% of the limit fund. All of the above raises doubts that we are dealing with a predetermined winner.
