Scandals have no end in our country. But day by day they become even more interesting. So if you thought that the biggest "dirt" with tenders was mainly done in big cities, the case of Rrogozhina will make you think twice.
This municipality, run by Edison Memolla, turns out to have awarded over 3 million euros tender to a firm that was founded by the father of the current mayor of Berat, Ervin Demo. It is about the VIOLA GREEN company founded in 2015 by Zehni Demo.
At the time of its establishment, the father of the mayor of Berat owned the majority shares of the company, so "de facto" he was the owner. Currently, the owners of this company are citizens Marsel Shega, Fatos Jaupi and Sherif Kapllani.
Let's stop at the tender. It is about the procurement procedure that has the reference number REF-39353-08-19-2022 and has as its object "Service of Cleaning, Greening, Decoration, Cemetery Maintenance, in the territory of Rrogozhin Municipality".
The limit fund of the tender is 305,040,650 new ALL without VAT or about 3.7 billion old ALL with VAT. According to the documentation, it is learned that we are dealing with a lack of the competition since only two contestants participated in the tender, where the winner was declared the union of operators VIOLA GREEN and BARDHI for the offer of 304,164,000 new ALL without VAT or about 3.65 billion old ALL with VAT .
Converted into euros, this value exceeds the figure of 3 million euros. Comparing the numbers, it is clear that the winners have offered almost the same value as the limit fund, namely 99.7% of it. In addition, the firm VIOLA GREEN was fined in 2020 by the National Inspectorate of Environment and Territory in the amount of 20 million old ALL and was sent for criminal prosecution.
The cause was scandalous: the firm, which was paid for by the residents' taxes, was caught throwing waste into the river Shkumbin, where everything then ended up in the sea, creating a scandalous pollution. But surprisingly, only 2 years later, the same company wins the tender of 3 million euros for cleaning the city. SPAK should immediately investigate the above.
