Ardian Çela's OSHEE will pay a full 708 million old ALL with VAT to Vilma Nushi's brother-in-law, Edmond Hido. It is about the tender with reference number REF-26060-04-21-2022 and with the object "Purchase of the office chancellery for the needs of OSHEE Group sh.a, for one year", with a limited fund of 59,423,158 new ALL without VAT or about 713 million ALL of old with VAT.
At a time when just a few days ago the government wanted for Albanian people to pay 4.4 times more the price of energy for everybody who exceeded the 800 kWh consumption threshold, it seems that OSHEE finds the luxury of spending such a frightening figure for the chancellery.
It is not a question of any essential expenditure that would increase performance and energy efficiency, on the contrary, it is a full 708 million old ALL with VAT that will be spent on the chancellery. It can be seen that a main item in the expenditure is the cost of buying papers.
It is not clear why, at a time when Prime Minister Rama is introducing the use of technology, a lot of money should be spent to buy paper when documents in digital format could very well be used. Also the electronic signature is now possible, which avoids the need to sign documents by hand.
Anyway, beyond these, the tender is also very suspicious for the way of implementation. Thus it turns out that the winner, the firm INTERLOGISTIC, besides the owner being Vilma Nushi's brother-in-law, also offered the highest value than all other competitors.
The difference between his offer and the lowest offer offered by another company is a full 140 million old ALL with VAT. At best, these 140 million ALL are a pure loss. But not only that.
The winning bid offered by Vilma Nushi's brother-in-law is almost 100% the same as the tender's limit fund. More precisely, it is 99.34% of it. To summarize, this tender is truly worthy of SPAK. But the chances are that no one will get a thorn in their side.
