It seems that the Artificial Lake of Tirana needs new roads for pedestrians to walk. Of course, this means that the little remaining greenery will be destroyed and concrete will be laid for the construction of these new roads.
The absurdity is clear, to destroy the greenery and instead build concrete so that people can pass by and see the greenery... left. And these new roads are not made otherwise than by tender.
In this case, it has the reference number REF-39359-08-19-2022 and has as its object "Construction of Internal Roads in PMLAT", where PMLAT refers to the term Great Park of the Artificial Lake Tirana. But if we look at the relevant documentation of this tender, it can be seen as suspicious for at least two reasons.
In the tender, we have a very limited participation of the competition as only two associations of business operators have participated. Of these, the highest bid is declared the winner. It is about the merger of the operators "G&P" owned by Shefki, Bashkim and Safet Karamuça & "L.T.E CONSTRUTICION" owned by Ilir, Erjon and Artur Çaushaj for the value of 15,217,073 new ALL without VAT or about 180 million old ALL with VAT.
On the other hand, if we compare this winning value with the value of the tender limit fund, we face a surprise. The difference between them is almost negligible, being almost the same. Even for accuracy, the winning bid turns out to be as much as 96% of the tender's limit fund. This fact increases even more the suspicions that we are dealing with a tender with predetermined winners.
