We say this because the lady in question has organized another dubious tender. This time the beneficiary is the Dulaku family through their company ALBANIA MOTOR COMPANY. It turns out that this company was declared the winner of a non-competitive tender where only it competed "with itself". But what is it about?
We are talking about the tender with reference number REF-36947-07-22-2022 and with the object "Purchase of vehicles for the Municipal Police". This procedure has as fund limit the figure of 11,300,000 new ALL without VAT or about 135 million old ALL with VAT.
From the study of the tender documentation, it is noted that only one company participated, namely ALBANIA MOTOR COMPANY owned by the Dulaku family, for the offered value of 10,580,000 new ALL without VAT or about 126 million old ALL with VAT. Being the only contestant, of course it was "very easy" to be declared the winner.
Meanwhile, in addition to the lack of competition, there is also the proximity of the winning value to the tender's limit fund, which raises doubts that we are dealing with a predetermined winner. We say this because the value offered by ALBANIA MOTOR COMPANY is 93.62% of the limit fund.
