Emiriana Sako, the mayor of the Durrës Municipality, seems to have suddenly woken up from her sleep and is developing one after the other many dubious tenders in frightening numbers. The most recent case and at the same time among the strangest is the one that we will present to you today.
It turns out that this lady declared the LIQENI VII firm the winner of a tender, although 15 other firms gave cheaper offers. How is that possible, you may rightly ask? We should leave this answer to SPAK. But the latter seems to be spending a lot of time sleeping, for reasons unknown.
But which tender is it about more specifically? The procedure we are dealing with has the reference number REF-28961-05-13-2022 and has as its object "Reconstruction of public spaces in the residential block in District No. 17 and at the Museum of Martyrs", for a limit fund of 62,490,403 new ALL without VAT or about 750 million old ALL with VAT.
22 companies participated in the competition, of which 15 offered a lower value than LIQENI VII, which was declared the winner. It is even enough to point out that the difference between this winner and the company with the lowest offer is a full 240 million old ALL with VAT.
This is a fact that raises serious doubts that we are dealing with a tender where the winner was predetermined and that the tender procedure was nothing but a farce. Not only that, but the winning value turns out to be 88.4% of the limit fund, another suspicious aspect of this tender.
However, the fact is that already 660 million ALL from the taxes of Durrës citizens ended up in the pockets of the owner of LIQENI VII, Ramazan Kalia.
