A scandal can be called the cleaning tender of the city of Vora, the winner of which was announced a few days ago. It is about the procedure with reference number REF-35239-07-04-2022 and with the object "Cleaning and waste removal service for the Municipality of Vora".
This tender is described as scandalous as a total of 3 firms offered lower values and offers than the winner and yet were not taken into consideration. The limit fund of this procedure is 273,460,221 new lek without VAT or about 3.3 billion old ALL with VAT.
Looking at the tender documents, it can be seen that the company V.A.L.E. RECYCLING owned by Elvis Miri, was declared the winner in cooperation with the company KURORA owned by Servet Dedja. The winner offered 270,866,703 new ALL without VAT or about 3.3 billion old ALL with VAT. It is noted that the winning figure is almost identical to that of the limit fund, namely 99% of it.
This fact makes this tender very suspicious. But doubts are further raised when it is seen that 3 other firms offered less. Suffice it to mention that one of the firms has offered almost 370 million old ALL with VAT, a terrible difference. At best, those 370 million are a pure economic loss for the state. It is not known how many of them, if not all, ended up in the pockets of the officials.
