Evis Kushi, as you may know, is currently the head of the Ministry of Education, Sports and Youth. It seems that the lady in question has "rolled up her sleeves" and seriously got into the "business" of tenders, just like the other friends of the government. In fact, compared to others, this ministry does fewer tenders, but when it does "it completely drowns them".
Such is the case in question, where not only 1.5 billion lek was spent on furniture, but a company that offered almost 500 million lek more than one of the participating competitors was declared the winner. Absurd or not? Let's take things in order.
Studying the relevant documentation of this tender, it is seen that 8 companies participated in the competition, of which 2 of them offered convincingly lower values than the winner announced by Evis Kushi. This is not about any small difference, but about a value that goes to almost 500 million old ALL with VAT.
It is about the tender with reference number REF-32123-06-07-2022 and with the object "Purchase of furniture equipment for primary and secondary education schools", with a limited fund of 137,296,938 new ALL without VAT or about 1.6 billion old ALL with VAT
The winner was the ERZENI/SH firm with an offer of 124,949,463 new ALL without VAT or about 1.5 billion old ALL including VAT. This value turns out to be as much as 91% of the limit fund of the tender, which together with the fact that it is about 500 million ALL higher than the other contestant, constitutes a strong doubt that we are dealing with a pre-determined winner of the tender.
