MSE shpk is one of the companies not very often heard in the field of public tenders in the Health sector. But when the company with well-known owners in this field wins the tender, it hits in terms of the favors that are given to it for reasons that many can guess why. The company bought by the Turks, owned 80% of the shares by the general manager of Evita (beneficiary of the Hemodialysis 8.6 Billion LEK concession), Ilda Tërshana, her partner Arbër Liçaj and the Turk Can Kutay Orten won a tender worth 112 Million LEK without VAT, in which the Limit Fund was 117 Million, and the bid provided was not the lowest possible among the competing economic operators. The manager of EVITA, also the owner of MSE, seems to have deep connections in these affairs of Klodian Allajbeu of the American Hospital, also the winner of the Hemodialysis concession with EVITA, which according to media sources is also behind the shadow of the former company founded by his first cousin, Majlinda Fetiu.
This tender is classified with a Red Flag for "Disqualification of all competing operators except the winner" for the fact that all three economic operators have not met a specific criteria in terms of qualification, making this tender tendentious with predetermined winners, method this that is used to favor a government client. But why exactly is the manager of EVITA, exploding of the Hemodialysis concession Money, favored in an open clientelist tender which should be investigated against suspicions of profitability? What are its connections with the heads of the Hospital Center "Xhafer Kongoli" in Elbasan? Why is this manager and owner of two companies benefiting from public money, not investigated for the benefit of devouring the State Budget? SPAK has easily founded facts, which are public and moreover simplified by the media to investigate the wolves of Albanian money, making a blind eye and a deaf ear is an indicator of refusal to perform the duty for which it is supposed to achieve.
